Across Europe’s apartment buildings this winter, an unseen energy tug-of-war is underway: well-heated homes lose warmth through shared walls into nearby flats that are chilly or only partly lived in. The outcome is predictable - higher heating bills for those who do heat, and a sense of unfairness that is difficult to demonstrate and even tougher to contest.

Heat doesn’t stop at a front door. In blocks of flats, homes are thermally connected via party walls, floors, ceilings and shared pipework. If one flat is kept warm while the adjacent one is left cool, the laws of physics take over.

Background warmth can come from riser pipes, residual heat within a central system, or brief heating periods intended to prevent damage. Regulators in countries including Germany have made clear that this usage cannot simply be shifted onto neighbouring households.

In many blocks, heating costs are split into a fixed element and a variable element linked to measured consumption, using heat cost allocators or heat meters. Put simply:

Disputes tend to arise when one person’s extreme cost-cutting affects everyone else’s comfort. A tenant who never heats can:

  • Raise the likelihood of moisture issues and mould within shared structures
  • Potentially breach their duty of care if damage to the building occurs

A landlord may step in if they can demonstrate that a tenant’s behaviour puts the building at risk. Simply trying to save energy is rarely enough for action. The threshold is usually crossed when there is clear evidence of damage or a serious, identifiable risk - for example, frozen pipes in a bathroom on a wall backing onto a neighbour’s kitchen.

Low-cost changes can improve comfort along cold shared walls:

  • Position bookcases or wardrobes against particularly cold internal walls to create an extra barrier from the chilled surface.

These measures won’t stop heat passing into the neighbouring flat, but they can make your rooms feel more comfortable and reduce the temptation to keep turning the thermostat up.

Building-wide improvements and landlord talks

For meaningful reductions, the building itself often needs work. Better insulation to external walls, upgraded windows, or insulating partitions to stairwells can reduce overall heat loss. During some refurbishments, landlords also improve internal separating walls between flats - particularly where both noise and heat transfer are problems.

If long-term vacancies are driving bills up, tenants can raise the issue with the landlord or managing agent. There’s no automatic entitlement to compensation, but a practical discussion can sometimes lead to steps such as frost-protection heating in empty flats or limited changes to cost allocation where the law allows.

Some energy economists argue for clearer rules on minimum temperatures in rented homes, and for landlords to keep vacant flats at a protective base level. That would reduce severe cold spots and the chain reaction of higher costs and damage risks they can create for neighbours.

For now, residents and owners in shared buildings face a simple reality: you don’t only share a roof and stairwell with your neighbours - you also share the physics of heat, whether they switch their radiators on or not.
